Sitapur
SSK's
interventions began from Sitapur, it being near Lucknow and therefore
easier to coordinate, Most of the activities in the early stages
focused on providing inputs about the new act and getting an overview
of the implementation which provided insights into anomalies existing
in the act, the corrective measures required, etc. It also provided
insights into the entire system of governance at different levels,
the inter-relationships, the role and responsibilities of different
functionaries at different levels, the stake holders, etc. With
further amendments into the act, communication and documentation
took a lot of precedence and rapport building and establishing
cordial relation as well as the elected representative of Gram
Panchayats became important. Local dynamics and ground realities
came to light, and the learning’s derived enabled SSK to
get of a sense of direction in the future and the interventions
required as well as the methodology to be adopted.
At
present, SSK is intensively intervening in Khairabad Block of
Sitapur district, specifically 10 Gram Panchayats. The PRIs are
undergoing trainings, participating in workshops, interacting
in meetings, etc, deriving inputs and increased awareness strengthening
them towards becoming more efficient and effective.
20
Citizen Leaders, 2 from local GP have been identified. They are
undergoing draining and receiving regular inputs on the importance
of the role they have to play. The major activities that are focused
upon are National Rural employment Guarantee Act (NREGA) and Right
to Information (RTI).
Quite
a few rallies have been carried out in the GPs to sensitize and
motivate the people on the importance of literacy and educations.
The level of literacy is extremely poor and of the women, hardly
worthwhile. There fore, focus is more on the education of the
girl child. The rallies also mention the disadvantages of being
illiterate and the problems they have to face. The purpose was
sensitization and motivation.
A lot of networking between the CSOs
is taking place. Regular meetings are organised with appreciable
participation and many issues are discussed, In 5 GPs, the CSOs
have developed Micro plans using PRA methods/techniques and the
focus of the micro plans is also on NREGA and RTI.
To
strengthen the Urban Local Bodies, capacity building of the CSOs
was carried out through meetings, workshops, information packets,
and general inputs. Inter face meetings were also organised. Citizen
Leaders were identified and Ward Information Leaders were also
selected in mobilizing and providing inputs to the community.
In
order to enable them to gain access to Urban Basic Services, profiles
of Pradhans are being prepared. A few issues-based Micro Plans
using PRA methods/techniques have also been developed.
This year, there was a severe outbreak
of cholera and the CSOs swung into action by ensuring those afflicted
admittance in dispensaries and hospitals, taking measures to prevent
further spread of the epidemic, ensuring that those not afflicted
take precautionary measures, and keeping up a constant flow of
in formation between them and the Health Departments.
