Flood Relief Program
Out
of the floods which affected 22 districts in UP, SSK took up one
district, viz Bahraich, bordering Nepal, near the Ghagra river.Beharaich
district is the most backward district of U.P. and is prone to
flood as the district is banked by the river Ghaghara. It
is unfortunate that every year the government fails to take preventive
measures. A number of non government organizations
working in the region have played a proactive role in addressing
the issue and in providing relief assistance in the flood hit
areas.
The district was
hit by flood four times, and SSK targeted relief operations in
six of the most affected blocks. The interventions were carried
out with the help of 6 partner NGOs, one in each block viz.
1. Sharnam Sansthan.
2. Akhil Bhartiya Gramodyag Sewa
Sansthan.
3. Bhartiya Manav Samaj Sewa Sansthan.
4. Sahas Sewa Sansthan.
5. Bhartiya Gramodyog Sewa Sansthan.
6. Anusuchit Jan Evam Janjati Sewa
Sansthan.
Looking at the situation SSK along with its partner
organizations (working in the affected regions) launched Flood
Response Program in Beharaich. The details of the interventions
are as follows
Selection of beneficiaries:
Selection
of beneficiaries was done on the basis of indicators based upon
loss of physical and financial resources. Process of selection
of beneficiaries was based on participatory methodologies: i.e.
discussion with community along with PRIs members and after that
physical verification was done to judge the loss.
Process
of procurement of Food and household material Kit
A four-member purchase committee was formed comprising
of partner organisations and representatives of SSK. Major task
of the committee was procurement of food and household items.
Distribution
Process of relief material
To avoid duplication as well as to facilitate quick
distribution of relief material token was issued to each beneficiary
family. During the distribution process all stakeholders were
involved which included government officials and elected representatives.
In
each block, 100 most badly affected families i.e. those who had
suffered heavy losses of land, crops, animals, houses, etc were
selected. The selection was done through dialogue with the community
and physical verification. A Situational Assessment of the area
had been carried out earlier.
To
ensure that relief reached the right person, each family was provided
a number and distributions made according to the number.

those whose houses have been badly damaged, material support in
the from of building materials is also being provided.
